Specifications and REACh regulation

 

At the end of 2006, the European Union adopted a new regulation for the control and marketing of chemical substances: Regulation No 1907/2006 of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (called the “REACh Regulation”).
The placing on the European market of goods such as footwear is taken into account in the REACH Regulation. Goods importers are also concerned.

Why define technical specifications for footwear?

To help you draw up:

  • A list of physical tests adapted to the use and type of your products so as to meet your needs and those of the market.
  • A list of chemical tests regulated by Europe or recommended by CTC.

This will allow you to meet your performance requirements and comply with European safety regulations.

You will obtain your own standard for your brand so as to:

  • Keep your product quality constant,
  • Assess the reliability of your suppliers or sourcing,
  • Optimise the costs of product quality control.

 

What should these technical specifications comprise?

Your document should comprise a list of chemical and/or physical tests or substances including:

  • the names of the substances or tests,
  • the associated normative standards
  • and the desired requirements or, at the very least, the regulatory requirements.

Recommended: prioritising tests or substances to undertake tailored testing programmes, based on product end-use and type, and also based on the budget, production times, allocated time… This implementation can be an opportunity to monitor and assess the quality of your suppliers.

The safety obligations enable you to:

  • Manage your supply value chain.
  • Comply with regulations.

The tests are recommended by CTC according to feedback, based on CTC’s test data.

Physical performance tests

These aim to adapt quality criteria based on the target market, identify the performance of your products and ultimately position you in relation to the market or your competitors using benchmarking.
 

Procedure

Stages in the timeline:

  • Inventory and identification of the nature of the materials in the items to be taken into account for the technical specifications: leather, textile, coated textile, metal…
  • Type of items to define: women’s shoes, formal, casual or sports footwear, etc.
  • Writing or revising specifications for performance and/or safety tests.

 

Presentation of your technical specifications

The deliverables, the result:

  • Consideration of the risk inherent in different chemicals and scheduled inspection plans.
  • Assessment of the performance of the materials and the finished product.
  • Annotated and personalised analysis, proposed by CTC, during the presentation of your specifications.
